To set up a PayPal Account you first need to go to your country based PayPal website, and then click on the SIGN UP button. If you go directly to PayPal.com it will also advise you to go to your local PayPal website.
After clicking on the SIGN UP button you are then asked what Account Type you would like to set up - Personal, Premier or Business. Decide witch PayPal account fits your need for selling and buying purposes, sending and receiving money. I think Personal is perfect for start

When you are ready you have to fill some personal data blanks
-email /this is your log in for PayPal
-password /choose long one with letters and digits
-name, DOB, address
When you have filled out the Registration Form click on the agree button to continue.
The next window to appear asks you for bank account details.
Fill all information and submit it.
Final step is verifying your email and bank account.
You’ll receive confirmation email with address you have to click on it.
Your bank account will be credited with 0.01. In this statement you’ll see 4 digit pin which you have to fill in PayPal account.
